Cochran Basin, Inflow and Infiltration Study

In conjunction with Earth Tech, Inc. and the City of Spokane, USKH designed and supervised installation and maintenance of a system for detecting inflow and infiltration (I/I) into the 10,000 acre Cochran sanitary sewer basin, that covers the majority of the northern half of Spokane. The project was designed to detect high probability cross connections. USKH also designed and implemented a program to notify residents and businesses in the area of the project and coordinated all activities and interactions with the City of Spokane, Earth Tech, and the smoke testing crew.

The collected data was used to define a plan that reduces as much I/I as is financially feasible in the basin. Services for this project included monitoring activities, modeling, developing a facility plan approvable by the Washington State Department of Ecology, and presenting the data and plan to the Mayor and City Council of Spokane.
