Responsible for the managerial direction of the department. Supervisor for the General Civil and Airports, Surface Transportation, Structural, Environmental, and Private Development and Municipal Divisions. Will provide work assignments and review performance to ensure the efficient, cost-effective utilization of staff. Serves as the technical advisor, provides senior-level input and evaluation on projects. Will demonstrate creativity, foresight and mature engineering judgment in anticipating and solving problems. Determines program objectives and requirements, organizes projects and develops standards and guidelines.
As a fully competent Registered Professional Engineer, performs work involving the application of all conventional aspects of civil engineering to the functional area of the assignment. Exercises judgment in the independent evaluation, selection and substantial adaptation and modification of standard techniques, procedures, and criteria.
Also, supervises the design and ongoing progress of a project, including the coordination of the project with City, State, and County officials, and other outside agencies. Resolves a variety of complex problems, (i.e. conflicting design requirements, unsuitability of conventional materials, difficult coordination requirements). Serves as a liaison between clients and agencies, subcontractors, and design teams. Reviews plans and prepares or reviews technical specifications, contract documents, and estimates.
Participates in contract bidding and administration; observes project action on site. Supervises the work of less experienced engineers and/or technical support personnel assigned to the project (not an on-going substantial job component).
Develop firm staff through on-the-job coaching and regular use of significant incidents, project review forms and personal development plan discussions.
Accept responsibility for giving, seeking, and acting on feedback needed: for personal career development and peak professional performance; to monitor the performance of project managers; to resolve project-related technical problems; and to resolve project-related personnel issues.
