Environmental Division Manager  

Summary of Position (general responsibility and purpose):
Responsible for the Environmental Division’s efficient production of projects in accordance with current engineering and environmental knowledge and practices. The purpose of this position is to provide professional, technical day-to-day support, guidance, and input to the environmental division.

Educational/Skill/Specialization Requirements
:
Minimum requirements include a B.S. (M.S. degree preferred) in Civil Engineering, Environmental Science, Geology, Biology, or another Natural Sciences degree; and preference for Registered Professional Engineer, Geologist, or other (or R.G.). Two or more years of supervisory and profit/loss experience. Minimum of eight years of experience as Project Manager or equivalent preferred.

Essential Functions:
As the leader of the Environmental Division, develop and maintain programs to assure that the Division is up-to-date with environmental knowledge and practices, such as changes in codes, and ordinances which affect departmental activities to ensure quality, accuracy, and completeness of work.  Perform annual performance reviews of departmental staff, and provide staff members who are competent and experienced to meet the requirements of assignments.  Develop and train departmental staff in report writing and preparation of specifications to assure they meet adequate standards of presentation before they are released.  Function as Project Manager when required; with responsibilities described in Project Manager position description.

Works cooperatively with other managers and employees to achieve the company’s mission, vision, and values.

Coordinate with Project Managers and Project Engineers to determine scope, complexity, planning, and scheduling requirements of projects; assign department personnel to provide technical support in specific areas; and determines personnel needed with most appropriate individual qualifications.  Provide the necessary coordination to assure that the total effort for all projects is performed in a logical sequence to minimize rework and offset potential scheduling conflicts and problems.

Assist and coordinate the definition of projects in engineering terms, the description of designs, design philosophies, and the definitions of the scope of work to be performed by the division.  Collaborate with Project Managers in the development of man-hour budgets and schedules. The expectation of this position is that the manager will read, interpret, and compose Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements. Gather and prepare material for proposals and participate in interviews as necessary. Public involvement may be required on projects with regard to existing and potential projects. Will coordinate and consult with federal, state, and local regulatory agencies on scope and impact of projects.

Review and recommend contract changes and gain client approval of revised contracts.  Develop substantial repeat or follow-up business with each client, and maintain excellent relations with each client.  Support and engage in the preparation of proposals, promote clients and actively pursues new work.  Develop and participate in presentations and promotional meetings.

Ensure timely document delivery by; monitoring/adjusting schedules; communicating with client and project team members; assigning/managing the needed resources; and completing assigned tasks on or ahead of schedule.

Increase the flow of new work by; finding expanded/new work opportunities with existing clients; finding opportunities to serve new clients; and preparing winning proposals.

Deliver profitable projects by; preparing and maintaining Project Work Plans, task schedules, and milestones; monitoring and acting quickly on budget deviations (hours/$) and extra service opportunities; maintaining continuous open communication among client and firm team members; and using appropriate technology to accomplish project goals/objectives.

Develop firm staff through on-the-job coaching and regular use of significant tasks, project review forms, supporting training opportunities, and personal development plan discussions.

Accept responsibility for giving, seeking, and acting on feedback needed: for personal career development and peak professional performance; to keep Department Head apprised of project status and needs; to resolve project-related technical problems; and to resolve project-related personnel issues.

Oversees invoicing and collection of payments from clients for assigned projects. Supervises Environmental Analysts, Technicians, and CAD Designers as required. Performs performance reviews; makes recommendations on hiring, firing, and promotions. Reviews and approves invoices and is responsible for collecting outstanding receivables for projects.

Participates in independent constructibility/design/planning reviews of other environmental engineering projects as part of the USKH Quality Assurance/Quality Control (QA/QC) Program to determine compliance with the project's requirements, budget constraints, applicable standards, value engineering considerations, regulatory obligations, and accepted industry practices.
